A matter can be un-owned without becoming invisible.
#INTERTWEEN
The protocol separates custody of the observation from ownership of the matter. A neutral custodian keeps evidence and notifications answerable. Ownership is a lifecycle outcome, not a mandatory name invented at detection.
AN INTERTWEEN
Two municipalities. The same text. Different assessments.
Imagine two municipalities interpreting the same national guidance through their own riktlinjer, bedömningsstöd and practice. Their assessments differ. Each can explain its own decision, but the pattern across them may fall between existing mandates.
The underlying assessments are Knowledge Objects. The consequential divergence revealed through their relationships is an intertween: an emergent matter between sources, contexts or mandates. It may begin without a single owner, while its evidence and custody remain attributable and inspectable.
All intertweens are represented through knowledge objects and relations. Not every Knowledge Object is an intertween.
Ownership can emerge when an actor takes responsibility for the matter; detecting a relationship does not itself assign a mandate.
unclaimed → surfaced → between → emerging → claimed
The Mediator function is answerable for keeping the intertween visible, preserving provenance and confidence, and notifying responsible parties whose mandates touch it. Custody does not imply ownership of the underlying matter.
02 / EMERGENT
Ownership of the matter
An intertween begins unclaimed. It can be surfaced, remain between or contested, become emerging, and finally be claimed when an eligible party changes its mandate, agreement or work.
LIVE INTERTWEEN VIEWER
Step the state. Watch custody stay constant.
This illustrative JSON-LD object shows that an unclaimed matter need not be an orphaned record. Change the ownership state and test the personal-data guardrail.
OWNERSHIP STATE
Unclaimed
No existing mandate covers the matter. The observation can still be valid and stable.
OBJECT MAY REMAIN VISIBLE
Custody, evidence and notifications remain active while ownership develops.

DESIGN GUARDRAIL
Detect the shape of the gap before processing sensitive content.
A relational observation about mandates, policies and topics can usually be represented without personal data. If resolution requires personal data, the protocol marks the object as blocked for population until an eligible responsible party with an applicable mandate, purpose and legal basis takes responsibility.
This is a proposed compliance-by-design rule, not a legal conclusion. The responsible organisation must still assess GDPR, OSL, security protection, archival duties and any sector-specific law.
NATIVE protocol FUNCTIONS
Custody, attribution and reciprocity.
MEDIATOR
Custody and governance
A neutral stewardship function holds observations visible and governs the boundary. The proposed model is member-owned and vendor-neutral, but its legal form is not yet established.
TRACKER
Attribution
Every contribution, derivation, change and reuse event remains linked so credit and lineage can travel with the object.
PROPOSED INTERFACE
Reciprocity
Rights express permission and attribution records credit. A future reciprocity interface can record what value, access or contribution flows back when reuse occurs.
GAP LIFECYCLE · CANDIDATE
Seen does not have to mean silently abandoned.
A gap can be assessed, acted on, deferred or consciously accepted without metadata deciding that a person or organisation has been negligent.
deferred and accepted_without_action require a rationale, responsible function, decision time, review time and the risk or other basis accepted. The status records a governed decision; it does not determine legal fault.
LEARN FROM A REAL GAP
Keep the matter visible until someone can act.
Follow one gap between mandates from detection through assessment, response and outcome. Preserve what the organisation learns without placing personal or classified data in the unclaimed object.
