Intertween.*

SPECIFICATIONS · English

Protocol specification

The protocol makes the object contract, information model, state semantics, rights projections, AI boundaries and implementation requirements explicit enough to discuss, prototype and test.

The conceptual core

Knowledge Objects make knowledge addressable. Attributable relationships and local relational metadata registers maintain its context and current state. Intertweens represent emerging relational knowledge as Knowledge Objects in their own right. Skills can develop from these insights.

Identity, provenance, permissions, history and exchange rules govern this model. Wrapper, Mapper, Tracker and the other operational roles support it. This reading order does not change schema requirements or establish implementation conformance.

FOCUS

Knowledge, relationships and responsibility

STABILITY

No compatibility guarantee yet

SUITABLE FOR

Prototypes and specification work

NOT YET FOR

Unqualified production adoption

The protocol defines a common contract around knowledge. It does not replace source systems, transfer legal responsibility or turn an observation into authoritative truth.

!CANDIDATE_NOT_GUARANTEE

This candidate profile is for implementation testing. Passing it does not establish full protocol conformance, lawful processing, safe disclosure, production readiness or federation capability.

#ENTITY_AWARE_MODEL

The subject remains distinct from knowledge about it.

The protocol separates eight related constructs so federation does not require a central master record or universal agreement. Entity references identify anything knowledge can concern. Objects package governed representations. Assertions preserve who claims what. Events record change and consequence. Participations describe how entities take part in a context. Actant roles express situated effects. Projections expose permitted views. Agents perform authorised operations.

01EntityReference

Persistent federated reference to a person, policy, object, organisation, place, concept, process, relationship, event or phenomenon.

02KnowledgeObject

Governed representation carrying content, provenance, rights, validation and context.

03Assertion

Sourced claim connecting an entity to another entity, concept, event or typed value.

04Event

Time-bound occurrence that changes state or records use, dispute, correction and consequence.

05Participation

Situated record connecting an entity to a context through a named role, observed effect and evidence.

06ActantRole

Contextual analytical role indicating that an entity made a difference in a specific relation or event.

07Projection

Context-specific view assembled from permitted objects, fields and assertions.

08Agent

Person, organisation, system or AI authorised to perform a bounded operation.

!ACTORSHIP_IS_CONTEXTUAL

Any identifiable entity MAY participate as an actant when evidence shows that it changes a relation, event, interpretation or possible course of action. Actorship MUST be expressed through participation, context, role and observed effect. It MUST NOT be assigned as an intrinsic entity type.

!AGENCY_IS_NOT_ACCOUNTABILITY

An actant role records situated effect. It does not grant legal agency, authority, intention or formal responsibility. Only an eligible and explicitly identified responsible party can carry accountability.

!IDENTITY_IS_NOT_AUTHORITY

The existence of an entity reference, participation or Knowledge Object does not imply ownership, affiliation, endorsement, official status, factual acceptance or permission to reuse it.

#PARTICIPATION

Actorship is evidenced participation, not a permanent label.

A participation connects an entity to a specific context, role and observed effect, supported by evidence and an attributable assertion. The same entity may participate differently elsewhere. This makes situated influence inspectable without turning analytical agency into legal authority or system permission.

#FORUM · CONCEPTUAL ARCHITECTURE

One Agora. Many situated views.

The Agora is one shared logical and relational knowledge space. It is not a central repository, universal graph or common view. Knowledge remains distributed across independently governed nodes, while each person, organisation, system or agent encounters a projection resolved for its identity, purpose, mandate, rights and context.

NODE A VIEW

Its permitted private and local knowledge · open knowledge · projections explicitly made available to Node A by other nodes.

NODE B VIEW

Its own permitted knowledge · open knowledge · only the objects, fields, representations and relations Node A has allowed Node B to encounter.

object + field + representation + relation policy
             ↓

             ↓

!VISIBILITY_IS_NOT_LOCATION

private, local, federated and open are visibility scopes—not separate spaces or mandatory stages. Changing visibility does not by itself move a payload or create a new knowledge identity.

!RELATIONS_ARE_GOVERNED

A projection evaluates relations, membership, counts and topology as well as fields and payloads. Protected knowledge must not be disclosed indirectly through the shape of the graph.

!NOETIC_ENCOUNTER_IS_NOT_VALIDATION

A noetic encounter occurs when a meaningful relationship becomes intelligible within a situated view. The resulting insight may be registered as a Relation Assertion or Intertween, but the experience itself establishes neither truth nor authority.

#FORESIGHT_ACTION_PROFILE · PROPOSED

From environmental signal to governed action and returned learning.

Trend analysis becomes operational only when its observations, assumptions, interpretations, decisions, activities and outcomes remain connected. The protocol treats each role as an addressable Knowledge Object so an organisation can inspect why it acted, what happened and what may be reused elsewhere.

01Trend

A sustained direction of change supported by observations.

02Scenario

A coherent possible future, not a prediction.

03Assumption

A declared premise that can later be challenged.

04Indicator

A monitored measure or trigger with a review threshold.

05Observation

A time-bound signal with preserved source evidence.

06Intertween

A situated pattern emerging across multiple objects.

07Decision

A chosen course with authority, basis and alternatives.

08Activity

An action linked to a decision, authorised agent and responsible party.

09Outcome

An observed consequence, including unintended effects.

10Learning

A reviewable conclusion returned to the knowledge cycle.

TRACKINGObserve change

Wrapper preserves sources. Tracker records indicators and observations over time.

ANALYSINGInterpret relations

Mapper retains local meaning. Finder proposes relations and Intertweens.

IMAGINGDevelop alternatives

Scenarios and Knowledgers assemble coherent, versioned future views.

DECIDINGBind authority

Decision objects state basis, mandate, alternatives and review conditions.

ACTINGExecute and learn

Activities produce outcomes. Tracker and Cultivator return evidence and learning.

!continuity / A report is evidence in the chain, not the end of it. The valuable unit is the traceable path from signal to interpretation, decision, action, outcome and revised knowledge.
!EPISTEMIC_STATUS_IS_REQUIRED

Observed, assumed, inferred, decided and validated content must remain distinguishable. A decision can be authoritative as a decision without making its supporting assumptions universally true.

HUMAN ADOPTION BOUNDARY · NORMATIVE

Proposal and adoption remain separate operations.

The explanatory model uses nested learning loops: machine-assisted exploration produces reviewable candidates, while eligible people and institutions decide what those candidates should change. This specification defines only the boundary that implementations must preserve.

!HUMAN_ADOPTION_BOUNDARY

AI and automated systems MAY observe, translate, relate and propose inside a bounded mandate. They MUST NOT independently adopt an intertween, assign institutional responsibility or change a mandate unless an eligible authority has explicitly delegated that exact operation.

See how the two loops work →
#INTERTWEEN_PROFILE

Emergent relational knowledge becomes addressable.

An intertween is a subtype of Knowledge Object that materialises relational knowledge emerging among independently governed objects, entities, events and contexts: a relationship, pattern, condition or phenomenon which cannot be attributed to a single constituent source.

Intertween ⊂ KnowledgeObject

It inherits identity, provenance, rights, sensitivity, evidence, confidence, validation, attribution, versioning, reuse history and relationships. It adds an explicit emergence contract.

  intertweenState: potential | detected | proposed |
    validated | active | superseded
}
ORIGINRelational, not contained

The assertion depends on multiple constituents and preserves each source as independently governed evidence.

METHODDiscovery-neutral

Human observation, rules, statistics, semantic comparison, graph analysis and AI are all possible methods.

AUTHORITYProposal before truth

Detection creates a candidate. Validation authority, scope, evidence and contestation remain explicit.

RECURSIONKnowledge can develop

An active Intertween can participate in later relations and contribute to another Intertween.

{unclaimed}{surfaced}{between}{contested}{emerging}{claimed}
!CUSTODY_IS_NOT_OWNERSHIP

An intertween MUST expose its custody status and SHOULD name a custodian. If none has accepted custody, the state remains pending and the implementation MUST preserve evidence, review state and escalation conditions without inventing an owner. An assigned custodian is answerable for visibility, evidence and notification, but does not thereby own the matter.

!PERSONAL_DATA_GUARDRAIL

An unclaimed Intertween SHOULD remain a relational meta-observation. It MUST NOT be populated with personal data until an eligible responsible party with an applicable purpose, legal basis and responsibility has been recorded and the required assessments have been completed.

!emergence-is-not-truth / An intertween remains inspectable and contestable. Detection or model confidence does not imply factual, legal or institutional authority.
!RELATIONAL_KNOWLEDGE_IS_NEW_KNOWLEDGE

A relational interpretation never changes its source objects. When it becomes addressable, it is registered as a new intertween with its own identity, provenance, rights and validation state.

ASSEMBLY

Intentional composition

Assembler constructs a capability or current-state view from known components.

EMERGENCE

Observed relational knowledge

An intertween reveals something that becomes identifiable through relations among components.

Wrapper makes objects addressable → Mapper makes contexts relatable → Tracker makes relations observable over time → an intertween can be proposed. It is an outcome of the system, not an eighth component.

#KNOWLEDGER_PROFILE

A governed composition is also a Knowledge Object.

A Knowledger gives a related body of Knowledge Objects its own addressable purpose, membership, governance and version lifecycle. It does not copy, absorb or own its members. Each member keeps its independent identity, provenance, authority, rights and history.

#KNOWLEDGER

Immutable composition manifest: purpose · typed membership assertions · member resolution mode · relation references · governance · validation · ledger reference.

{CURRENT_KNOWLEDGE_STATE}

A time-bound, rights-filtered projection resolved from one Knowledger version for a declared viewer or operational agent, purpose and policy decision.

[INVARIANT]!REQ.

CONTRACT

[subtype]!MUST

Every Knowledger satisfies the Knowledge Object core contract.

[membership]!MUST

Membership is explicit, typed and attributable; it does not imply ownership, endorsement or truth.

[resolution]!MUST

Every member is declared as a pinned version or a moving reference; the version actually resolved is recorded.

[policy]!MUST

Explicit denials override access, applicable obligations accumulate and unresolved conflicts fail closed.

[projection_basis]!MUST

Every Current Knowledge State declares its as-of time, resolution policy, participating sources and unavailable or excluded inputs.

[versioning]!MUST

Changing membership, purpose, governance or validation produces a new immutable manifest version.

!COMPOSITION_IS_NOT_CONTAINMENT

A member may participate in several Knowledgers without duplication. Relations describe how objects connect; Membership Assertions describe why they participate in this composition.

!CHARACTERIZATION_IS_AN_ASSERTION

Resemblance, evidence, contradiction, risk and shared learning are attributable claims about a Knowledger, not mutable labels inside its manifest. Different participants may characterise the same composition differently without overwriting one another.

{STATES & LIFECYCLE}

State is multidimensional.

An object can simultaneously be published, validated, restricted and connected through a proposed relation. The protocol keeps these dimensions separate so one status cannot silently imply another.

{not_observed} does not mean {deleted}. Deletion is claimed only when the source or an authorised agent explicitly verifies it.

#SOURCE_BINDING_PROFILE

The source remains inspectable.

Wrapper creates a preservation envelope around the source observation. It adds context without claiming ownership of source truth.

[original_payload]

Preserved representation or immutable reference.

[source_defined_id]

The source system identifier, unchanged.

[retrieved_at]

Exact observation timestamp.

Source → wrapper → object transformations.

[observation_state]

What was actually observed, not inferred.

[rights_status]

May remain {unresolved}; must be visible.

[sensitivity_status]

#REPRESENTATION_PROFILE · PROPOSED

The Knowledge Object is not its payload.

A Knowledge Object carries durable identity, meaning, provenance, governance and relationships. A Representation describes one file, record, media item, API resource or derived embodiment. Payload bytes may remain in the authoritative source system or an independent repository.

[representation_id]

Stable identifier for this particular embodiment.

[location]

Embedded content, canonical source reference or governed retrieval endpoint.

[media]

MIME type, format, size, language and encoding.

[integrity]

Content hash, signature and optional encryption information.

[transformation]

OCR, transcription, translation, masking or other derivation with provenance.

[availability]

Available, missing, stale, withdrawn, unreachable or expired.

[custody]

Technical custodian remains distinct from information owner and source authority.

[representation_policy]

Representation-specific access, processing, retention and redistribution conditions.

!OBJECT_IS_NOT_PAYLOAD

Changing storage location or file format does not by itself create a new knowledge identity. Changing governed meaning, provenance or assertions may require a new Knowledge Object version.

One object cites another.

derived_from

Derived content with retained provenance.

local_variant_of

A local variant without changing the original.

validates

A documented validation.

member_of_knowledger

An attributable membership assertion, distinct from ownership or semantic relation.

Every relation may carry target, confidence, evidence, verified_by, valid_from and its own lifecycle state. Identity mappings remain reversible and contestable through SAME_AS, POSSIBLY_SAME_AS, DIFFERENT_FROM, LOCAL_EQUIVALENT_OF, SPECIALISATION_OF, MERGED_INTO and SPLIT_FROM.

!EMERGENT_KNOWLEDGE

A discovered relationship can become a RelationAssertion or a broader Intertween.

Finder, Cultivator, @AI or @agent must not silently modify any source object. They create a separate #RelationAssertion, or #IntertweenProfile when the claim expresses a multi-object pattern, condition or phenomenon. Both identify the claim, evidence, generator, authority and validation state.

}
!WITHDRAWAL_IS_NOT_DELETION

A withdrawal or invalidation MUST create a lifecycle event, preserve attributable history and notify known downstream recipients when policy permits. Cached projections retain their recorded obligations and receive a review-required signal.

RELATIONAL TRACE

Relational Trace

The local register describes current knowledge. Its current graph can change; Relational Trace records the attributable events through which it changed. Corrections, contestations and supersessions append new linked events. An event is a claim made in a context, not automatic evidence of truth.

RelationalTraceEvent {
  id · event_type · subject_refs · actor · mandate · purpose
  timestamp · sequence · previous_event · input_refs · output_refs
  policy_decision · validation_status · originating_node · trace_scope
  event_hash · signature
}

Sequence is local to a node and trace scope. Actor participation may be masked, anonymous or unknown; the node signs its record without requiring public identification of the contributor. Authority is evaluated separately. An existing event log does not automatically satisfy the proposed integrity requirements.

!CURRENT_STATE_IS_NOT_HISTORY

A mutable current view does not replace its historical evidence.

!INDEX_IS_NOT_AUTHORITY

Discovery is not truth, authority or proof of complete results.

!PROOF_IS_NOT_PAYLOAD

Proofs can be exchanged without source content, but proofs themselves need disclosure controls.

!SIGNATURE_IS_NOT_TRUTH

Signatures bind bytes to a key; they do not establish identity, authority, legitimacy or factual truth.

Event profile ↗
#FederatedIntegrityProfile · IN DEVELOPMENT

Evidence beyond one node

Originating nodes sign hash-linked events and checkpoints. Authorised witnesses retain commitments and issue explicitly scoped attestations. Comparing independently retained commitments can reveal altered or conflicting committed histories without creating a central repository or requiring agreement on every interpretation.

IntegrityCheckpoint {
  node · trace_scope · sequence_from · sequence_to · merkle_root
  previous_checkpoint · created_at · signing_key · signature
  witness_attestations
}
CrossNodeAttestation {
  witness · checkpoint_hash · claim · created_at · signature
}

Inclusion proves membership in a committed tree. Consistency establishes extension of an earlier commitment. Neither proves that every real action was recorded or that a search result is complete. Detection needs comparisons and available witnesses; witness independence, compromise thresholds, quorum and freshness must be specified by each federation profile.

Retaining a checkpoint, verifying its signature and verifying sequence consistency are different witness claims. A signing key must be trusted through a separate policy. Rotation, revocation, compromise timing, conflicting histories and recovery require explicit procedures.

Detection is not recovery

Checkpoints cannot reconstruct missing events. Authorised retained records or replicas are required to rebuild a view, after verifying them against retained commitments. Missing evidence means incomplete verification. Preserve conflicts and quarantine the affected view rather than silently choosing a history.

Proofs have privacy and retention rules

Stable references, predictable hashes, timestamps and relationships may reveal an actor. Masking a signed record changes its bytes; a disclosed projection needs its own evidence. Append-only does not require perpetual readability: retention and erasure policies must explain which records and verification capabilities remain.

Threat model, schemas and experiment boundaries ↗ · Run the local tampering experiment ↗

Level 0 remains unchanged. Separate experimental schemas are structural contracts, not proof of secure implementation. The local demo checks selected cryptographic properties using two simulated nodes in one runtime; it is not a deployed federation.

Technical reference: RFC 9162, Merkle proofs and split-view limitations; this is not a claim of Certificate Transparency conformance.

#RIGHTS_PROFILE

One object. Four explicit projections.

Availability is not the same as visibility. Private, local, federated and open describe scopes within one Agora, not four different spaces. A projection is calculated from classification, identity, role, purpose, policy and current context. The protocol intends to express these rules through a versioned ODRL application profile rather than a standalone policy language.

{PRIVATE / QUARANTINED}

Isolated for classification, legal review or sanitisation before distribution.

[fields]: full_local
{LOCAL}

Complete object for an authorised employee within the organisation.

[access]: policy_controlled
{FEDERATED}

Negotiated, minimised fields; personal and protected context may be masked.

#AGENT_MICRO_CONTRACT

Every automated operation should bind a small, inspectable contract to the object and event it affects.

[purpose + legal basis]

Why processing is permitted.

Which operational participant and class of system is authorised.

[human oversight]

Who can review, interrupt or reverse the action.

#FEDERATION_CONTRACT

Federate projections, not assumptions.

CONTEXT

A bounded environment with its own concepts, participants, mandate and access rules. Two administrations under one principal can be two contexts.

NODE

A technically and organisationally controlled protocol runtime that maintains local objects, policy, identity and audit state.

FEDERATION

Governed exchange between independently operated nodes. Cross-context work inside one node tests mapping and reuse, but does not by itself prove federation.

A protocol node may discover and exchange knowledge with other nodes while retaining control over its sources, infrastructure, policies and legal responsibilities. Nodes do not automatically replicate complete Knowledge Objects or accept another node's interpretation as truth.

[node_identity]

Persistent identity, signing keys, delegation, rotation and revocation.

[capabilities]

Supported protocol versions, profiles, operations and limits.

[projection_request]

Requester, purpose, mandate, scope and requested representation.

[policy_decision]

Allow, mask or deny with applicable duties and validity period.

[exchange_receipt]

Signed decision, resolved versions, evidence basis and ledger references.

[delivery_semantics]

Transaction identity, idempotency, retry and expiry.

[availability]

Missing, stale, excluded or unreachable inputs remain explicit.

[trust_controls]

Rate limits, quarantine, abuse response and provenance-flood protection.

!FEDERATION_IS_NOT_AGREEMENT

Participation distributes neither ownership, authority nor truth. Every receiving context applies its own policy and preserves the origin, scope and limitations of what it received.

Protocol work must additionally define permitted backfill, version downgrade behaviour, withdrawal and revocation propagation, and how cached projections retain their continuing obligations.

@OPERATIONAL_AGENT · #MANDATE · #LEARNING

Actorship, access, action and learning are separate.

An entity may be an actant because it changes what happens in a context. That analytical role grants no system permission. An agent is the narrower operational role that receives an identity, purpose and bounded mandate.

@AUTHORISED_PERSON

May read or act only within the permissions granted by role, purpose and projection.

@GENERATIVE_AI / @LLM

May process only explicitly AI-enabled fields. Prompt, model, output and purpose require an audit trail.

@AGENT

Receives an identity and access level. Read permission does not imply write, relation or execution permission.

[RETRIEVAL]{allow | deny}
[OPERATIONS]{read | relate | propose | validate | deny_write}
[AI_PROCESSING]{none | index | classify | summarise | transform}
[LEARNING]{training | fine_tuning | benchmark | federated_learning | permanent_adaptation}

AI-generated fields must be visibly labelled, separated from source facts, traceable to model and input, and governed by their own validation status.

Cultivator / EMERGENT OUTPUTS

Repeated use can generate new candidate knowledge.

Cultivator observes tracked feedback, corrections, validation and downstream outcomes. It may create governed proposal objects, but it may not directly promote a learned pattern into source truth or the current assembled state.

#LearningSignal

A traceable observation derived from repeated use or outcomes.

#INTERTWEEN / #RELATION_ASSERTION

Emergent knowledge is a governed assertion, not source truth.

When Finder discovers a possible connection, or Cultivator learns a pattern from repeated validated outcomes, it creates a separately identifiable Knowledge Object. A binary relation can use #RelationAssertion. A multi-object pattern, condition or phenomenon uses #IntertweenProfile. Both remain reviewable without changing their constituents.

!rule / Finder, Cultivator, @AI and @agent may create emergent assertion objects under a bounded mandate. Contextual actorship alone never permits an operation. No participant may convert inference, feedback or learned patterns directly into source truth.
use + outcomes + corrections→Tracker→Cultivator→#LearningSignal / #RelationAssertion / #IntertweenProfile→{proposed · non_authoritative}→@validator → {verified | rejected}
[responsible_actor]

An eligible person, organisation or function carrying formal accountability. It is distinct from a contextual actant and is not invented for an unclaimed Intertween.

[custodian]

Named when custody has been accepted. Maintains the observation, evidence, confidence, review and notifications without claiming the subject matter. Until then, custody remains explicitly pending.

[ownership]

For an intertween, a provenance-tracked lifecycle from unclaimed to claimed, not a mandatory owner name at birth.

[generated_by]

Entity, system, model, Finder, Cultivator or operational agent that produced the candidate claim. Its participation remains distinct from ownership.

CONFORMANCE

A staged path from addressable object to federation.

Level 0 remains a candidate profile until validated against real objects and fixtures. A valid JSON document is not automatically a safe, lawful or meaningful Knowledge Object.

00Addressable · Candidate

Wrapper validates id, type, about, source, provenance, rights and status.

01Traceable

Tracker records attributable creation, change, use, contestation and withdrawal events.

02Relatable

Mapper preserves local meaning while typed, reversible and contestable relations become inspectable.

03Federated

Independent nodes negotiate purpose-bound projections, receipts, obligations and lifecycle notices.

intw validate object.json --profile wrapper-level-0-candidate
schema             pass
source_bound       pass
rights_present     pass
status_present     pass
candidate_valid    true
LEVEL 0 CANDIDATE

An implementation MAY report that it passes the named Level 0 Candidate profile and version. It MUST NOT claim full protocol conformance, federation capability, legal compliance or production readiness on that basis.

IMPLEMENTATION MATURITY

Published intent and tested capability are kept distinct.

The framework is broader than the current software demonstration. Conformance claims apply only to the profile and test suite explicitly named by an implementation.

PUBLIC FRAMEWORK

Rich conceptual and architectural contract.

KNOWLEDGER PROFILE

Normative profile with schema and semantic tests.

CURRENT HARNESS

Public-data proof for deterministic identity, mapping and relation reconstruction.

NOT YET PROVEN

Rights evaluation, signed federation, revocation, policy negotiation and returned learning.

!CONFORMANCE_IS_SCOPED

Passing the current harness does not imply conformance with the complete Intertween framework or future Federation Protocol.

Temporal governance and governed attribution

Proposed architecture. These requirements are not implemented or validated and do not change the core schema, Wrapper validator or existing conformance levels. They support collective learning, reuse and traceable responsibility under local sovereignty.

Wrapper → Mapper → Tracker remains the launchpad. Cultivator is a future component for learning proposals and voluntary, locally governed reciprocity.

Separate responsibilities and lifecycles
ConceptBoundary
KnowledgeObjects and relationships carry sources, versions and policy references.
ContributionsSeparate contribution references record what was added and its evidence.
IdentityProtected identity mappings remain locally governed with independent access and retention.
MandatesAuthority requires evidenced scope and validity; a role label is insufficient.
EntitlementsContractual or legal claims are governed independently of public attribution.

A time trigger initiates review, not unconditional deletion. Restriction, archiving, verified anonymization and authorised deletion require authority, policy version and decision evidence. Expired mandates must stop new actions; historical accountability evidence needs justified retention. Logs, backups, indexes and embeddings also need lifecycle controls.

The registry should expose only explicitly permitted metadata. Relationships, timestamps and roles can jointly identify people. Pseudonymization is not anonymization. Federated policy changes need signed notices, replay protection, acknowledgements and explicit refused or unreachable exceptions. A receipt alone does not prove all copies were deleted.

Contribution history, public attribution and entitlements must be governed separately. Withholding identity transfers no rights to a commons pool. Future reciprocity requires voluntary agreements, reviewed rules and dispute procedures. Reuse frequency alone proves neither causation nor fair compensation.

The next proof point is a two-node demonstration testing identity separation, expired mandates, changed visibility, preserved claims and propagation failures. Legal review and independent assessment of re-identification risk remain outstanding.

GOVERNANCE & RESPONSIBILITY

A proposed neutral stewardship model.

LEGAL FORM: NOT YET ESTABLISHED

The protocol proposes a neutral, member-owned Mediator function. Members own their own intelligence, the network governs shared infrastructure, and no vendor or single participating authority becomes the default owner of cross-boundary observations. The legal entity, funding and decision process still require co-design.

OPEN STEWARDSHIP

The framework, profiles, conformance rules and compatibility process remain openly governed and independently implementable.

OPEN ATTRIBUTION

Tracker is intended to record contributions across derivation, validation and reuse. Identity disclosure and attribution remain policy-governed; protected entitlements are separate.

OPTIONAL RECIPROCITY

A proposed interface can record value returned on reuse. It is not part of Level 0 and may operate inside a closed member network.

Status fields make missing assessment visible; they do not perform the assessment. Classification, confidentiality review, lawful basis, GDPR compliance and protective-security assessment remain with the responsible organisation.

PROPOSED OPTIONAL PROFILE

From intertweens to reusable skills

An intertween can seed a reusable method represented as a separate Knowledge Object. Its instructions, prerequisites, evidence, conditions and versions remain linked to its origins. The original intertween is preserved, and several skills may develop from it.

The learning-and-skills proposal connects intentions, interpretations, experiments, evaluations, adoption and outcomes. It covers learning around a model and learning through adaptation where records are available. Evaluation, authorisation and demonstrated capability are separate. The proposal does not change Level 0 or establish runtime enforcement.
